The data is real and public, but it’s scattered across SharePoint lists, Excel files, and the open-data portal. No single view connects a program to a district to a specific school and its cost.

How Does a Budget Transparency Platform Work?
The platform is built from four core components that form one cycle from raw numbers in a spreadsheet to an interactive map on a resident’s screen.
- ETL: collecting and preparing the data. Data arrives from SharePoint Lists, Excel files, and CSV exports from the open-data portal. The ETL module automatically gathers, cleans, normalizes, and loads it into a centralized PostgreSQL database. Every update cycle checks required fields, detects duplicates, unifies identifiers, and validates reporting periods. An “Updated N hours ago” indicator tells users the data is current.
- The interactive spending map. The centerpiece is a map of the city and its districts. Each district is shaded with a color gradient; the darker the shade, the higher the spending or the project count, so distribution is visible at a glance. A “Budget / Projects” toggle switches between financial figures and completed-project counts. Hovering a district shows a detail card; clicking opens that district’s project list.
4. Admin panel and open-data publishing. The administrator adds new data through the interface without a developer; the system parses the file, checks its quality, and refreshes the analytics. In parallel, the platform publishes structured datasets in CSV and JSON through CKAN, the open-source data portal, so journalists and researchers can download the same data for their own work.
